Unable to Extract Files

Issue I try to run a Windows installer (i.e., [product.name-platform-version].exe) and the installer simply reports an error: Unable to extract files.
Comments Some versions of Windows seem to require that the system environment variable TEMP or TMP must be set. You can easily do this in the autoexec.bat or config.sys.

In general, this is not a requirement and we are unsure why some systems require this setting. If you ever get any information that might help us identify the cause for this requirement.
