Custom Panels appear in Upper Corner of Screen

Issue	Custom panels appear in the upper corner of the screen, behind the regular install panel.
Comments	We have had one customer report this and his solution was to uninstall his JRE/JDK and Swing and re-install them. We suspect that there is a combination of the JVM and Swing which produces this challenge.
